- Number of unevaluated bugs lower than 10%
- Ratio resolved/income > 2 (evaluation, fixing must be done continuously during release)
Milestone 1
- All P1 must be fixed
- P2 < 150
- Number of unevaluated bugs lower than 10%
- P3 < 3200
Milestone 2 = Beta
- All P1 must be fixed
- All P2 must be evaluated
- Number of unevaluated bugs lower than 10%
- P3 < 3200
- Open P2 targets for particular teams

Code Freeze (Entry) - FCS QC
- All P1 bugs must be fixed (not waived)
- All P2 bugs must be fixed or waived
- All P2 bugs reported after cutoff date must be evaluated for showstopper status
- All bugs must be evaluated before submitting for waive request
- All P3 must be evaluated
- Target: P3 < 2400, Boundary: P3 < 3100
- Fix 10 bugs from top voted list (based on http://qa.netbeans.org/bugzilla/dashboards/top-voted.html at the time of setting the criteria)
