How does publishing on Plugin Portal Update Center work?

Since NetBeans 6.0 it is possible to access plugins published on NetBeans Plugin Portal that were certified by a group of community verifiers and satisfy minimal Quality Criteria. If majority of the group agree to publishing a plugin on the Plugin Portal Update Center and nobody disagrees, such plugin automatically shows up in the NetBeans Plugin Manager.

Plugin owners can request or cancel verification of their plugins. They can also check plugin verification status. Community verifiers should process incoming verification requests and decide if plugins are suitable for Plugin Portal Update Center or not.
